Youth Council Charter

Purpose

The Youth Council is appointed by the Council of the Secwepemc Nation Tribal Council (the “Council”) to serve as an administrative body over youth programs, and an advisory body to the Tribal Council with regard to youth programs.

Membership

The Member’s Council shall be comprised of members of the Nation who are 25 years of age and younger. The Youth Council shall elect one member as the chair, to serve a term of one year, for a maximum of two consecutive terms.

Operations

  1. The Youth Council shall hold regular meetings at least once per month and report on a regular basis to the Tribal Council.
  2. The Youth Council may form and delegate to one or more subcommittees a portion of the Youth Council authority, duties, and responsibilities, and may establish such rules as it determines necessary or appropriate to conduct the business of the Youth Council provided such rules do not violate this charter or Tribal Council laws and policies.
  3. The Youth Council shall assess and review its performance annually and report the results to the Tribal Council.
  4. The Youth Council shall review and assess the adequacy of this charter annually and, if appropriate, recommend changes to the charter to the Tribal Council.

Authority, Duties, and Responsibilities

The Youth Council shall (with oversight by the Tribal Council):

  1. Administer youth programs.
  2. Apply for funding and grants to support the Society’s youth programs and services.
  3. Follow all bylaws and policies, and abide by this charter, as amended by the Tribal Council from time to time.
  4. Apply professional conduct in all matters of the Member’s Council.
